No it's not. The TARDIS set is brand new - it's just in the same studio that the Hub used. (Bits of the Hub are still standing, but they're not used in the TARDIS)
Just want to elaborate a bit more on that. The hib is still standing, but they have had to take away a whole wall, but the rest is still there, the part they removed was the slanted wall with the service pipes, but essentially you could still film there. The RTD console is still standing too, not sure why, but it's been relativley unthouched, and they tell me there are no plans to remove it. There is a giant curation seperating the new TARDS from the old TARDIS and the hub :)
they seem to be taking over the torchwood set more and more often. (other time : season 2 family of blood) it's really sad that i didn't have to look that fact up.
@FutureNova95 I was thinking of the second david season and I temporarily forgot about Christopher Eccelson. The Torchwood set was the inside of the space ship.
@rjconnolly64 someone already corrected me on that. At the time that I wrote this I was thinking of David's second season not the revived Doctor Who seasons.

The Hub railings are short (almost square) frames with two rungs in the middle.
The TARDIS railings are longer, and are *just* a frame with no rungs (and no slots where they could've been fitted either)
