It's revealed to be a kid who was given a faulty cyber brain from a certain company and he was - in short, anyway because there is a lot more to it - trying to get the a new cyber brain. Is way of making right. At any rate, he was basing, if I remember right, out of an orphanage. The Major caught up with him through a library eventually, and actually tried to recruit him.

@Riverwind5 He doesn't get a faulty one he's just highly cyberized and has an understandable fear of cyberbrain sclerosis. He then becomes angered when he discovers an effective treatment of the disease is being suppressed for reasons of corporate interest.
