You're not being an idiot. Bungie called him up, asked if we wanted to take part in another Halo game (he was a voice actor in Halo 3, just additional voice-work though... he was Sargeant M. Reanolds... no lie.) In ODST, they used both his likeness and his voice. They did the same for the female character, Dare, and her actress... except they did it poorly with her.

Actually, Bungie has huge Firefly fans, and called up Nathan Fillion when doing Halo 3. He asked if he could bring in some other actors, bringing with him Adam Baldwin, Alan Tudyk, and Gina Torres. They all play voices of Marines in the game, and in fact, other Marine voices, such as the male british Marine and male latin Marine voices, were removed from the game, making their voices more common. In Halo ODST, Fillion, Baldwin and Tudyk returned in roles written specifically for them.
