When it was aired in the Uk for the first time in 1990, you only saw the head shot then cut to the next scene, this was due to the excesive violence of then showing him repeatedly shoting somone on the ground to ensure they were dead. A few years later they showed the film uncut as part of a documantary how the terminator is not just a violent film, but its violence with style as only a robot would percieve it, going to cold calculated levels. the uk cuts alot, thank god for DVDs

James Cameron said in a commentary track that the reason they filmed this was to show that Terminators can commit murder in broad daylight calmly and without fear.

The main rule of screen writing is to start the scene as late as possible and end it as soon as possible. Arnold walking to his car and driving off adds no new information so it's essentially time wasting.
