The only thing I can guess is that the ref was right there, potentially in the way of Wallin on the play, and Wallin all of a sudden saw the ref as an obstacle and was about to try to move it past the ref, and it slipped off his stick at the exact wrong time.

It would be one thing if it was just a reflex issue and he mistakenly thought it was the goal they were scoring on. It's a completely different thing when there is a delayed penalty where Washington can't touch the puck and you are in the opponent zone.
