I don't see why final mix isn't sent to America. At first I thought it was because Chain of Memories had another company working on it and they wouldn't agree, but Chain of Memories is in America! The only reason I can think of is; maybe another company, a new one, is working with the present ones on Kingdom Hearts 3 and a boss in final mix is the main character in said game, and I guess they just won't pass off the rights. Either that or they're too lazy to translate. Or just assholes...
