You pay 5000 gold for it & have to do a quest. easyest way to get 5000 gold is do fight in the duel arena.

Don't do anything, just go into your house and wait, some ghosts will come and attack you, then a questline will start which leads you into having a beautiful house and a mysterious but very interesting portal in your basement in the end. But I'm sure that since your comment has been posted a month ago you have probably found out about this great quest.

If you talk to people around Anvil they'll tell you to go to the Inn in town. Talk to Velwyn Benirus there. And start the quest line, once you finish it, the house will be restored to it's former glory. It's an awesome house I think. You get to even have a little secret lair downstairs :)

Btw. You should hang some armor and weapons with paint brushes around the place. Make it look even cooler.

Nice, nice. My favorite house in all the game. I don't really like to put things on the small table in front of the main door, I have rather high athletics and always end up kicking whatever I put in there. Good job though.

Once you complete the quest, the house is as good as new. Quite pretty in fact. lol
