If I remember correctly from reading some of the other comments on this video, this is from one of those bloopers shows, when this occured during filming of a Countdown episode there was a little bit of laughter from the studio audience but all the really loud laughter is from the audience for the blooper show.

If you read the description to the right of the video, it says OUTTAKE, hence it wasn't broadcast (at least not as part of the episode). Countdown is not filmed live and in 1991 they would never have allowed such filthy language (funny as it may be) to be broadcast on daytime television. However now we have stuff like The Jeremy Kyle Show on during the day, so things must have changed.
