Those officers are on the Disorder Response Team. They were ordered to not talk to the protestors. A few minutes before this video was made, the protestors were told that and were told they could get any information they wanted, including names and badge numbers, from the public information officer. This tells me the war is only an excuse for them to try to create controversy and they're doing it at the expense of police officers trying to do their jobs.

Tacoma PD policy is to provide badge numbers on request. It doesn't have to be on an individual basis, though. One officer can provide badge numbers for everyone on scene- you don't necessarily have the right to confront every officer on scene. That was the case here: the PIO was willing to provide #'s of all the officers present to anyone who asked.
