Because according to child labor rules, you can't have a baby on set for too long. So basically, you use a real baby for close up shots. But when you have to switch to a long shot, you use a fake baby. That way you're not using up your alloted time with a real baby when you're not doing a close up.

No. On the close up shots the babies are real and on the long shots the babies are fake. It's really obvious from 0:26 - 0:31. The real baby is the length of Chandler's forearm with its feet being at Chandler's elbow, then the camera pans out and the 'baby' is much smaller and stops around Chandler's wrist.
