Selectively dodge highlights and burn shadows in seperate layers, apply high pass filter and set to overlay, desaturate in adjustment layer, mask through sky so it stays blue. Unsharp mask.
It'd be easier to apply the blend mode to your duplicate layer first before applying a high pass filter so that you better know how much effect you want in your photo.

This is apparently good enough for many people shooting a quick picture for their social network site with their camera phone.
If you want a less cheap looking shot and have a decent camera, have a look at the videos in my Playlist "Post"
(You can achieve this dramatic look with a combination of HDR, the right kind of shot, good back lighting and then Photomatix/Lucis art and/or Photoshop)
I am no expert with this kind of stuff, but I would say Corel Painter or Corel Painter Essentials are good for what you are looking for . I got a copy of Corel Painter Essentials with my Wacom tablet and it seemed easy enough to use, and it's not too expensive.

Great video, followed it along whilst doing it myself...im not sure if i like the outcome, or whether ive seen a easier simular effect to this before.
You should also add that if they want a lesser effect, you can also bring the opacity down on the final layer, bringing through more of the original image.
Also, you can dodge and burn certain areas for even more of a dave hill effect.

Why not simply apply the Unsharp mask?(Unsharp settings: Amount 200, Radius 3 to 5, Threshold 0.

The lighting is crucial to really pull off his effect. But no matter how much work that he puts into the lighting, the PS work is still immense.
Regardless of whether this is how Dave Hill really does this, the technique in the tutorial is still cool. Good stuff.
