The police were there because Bush was there. At this time earlier protests in Downtown Portland had been peaceful and required little police intervention/surveillance. Because of that history, many people came with no expectations of being threatened. Children were brought, elderly came, etc. The kind of people you don't generally see at a confrontational demonstration.
