Yes Arc welding will work, however mig might be a little easier for you. Arc (stick) welding can be a little tricky when working on this type of steel, but if you have experiance with arc it will work fine.
Make sure all powdercoating is removed from the welding area. (all of it)
would arc welding hold any type of frame work you do really good?

what if you don't have the money to get the mig welder and you don't want to use arc welding i have a project due in 7 months.
