Well, to add to my previous comment, actually Tom Kalinski made the brilliant move to pack in Sonic the Hedgehog with the Genesis and that's how the Genesis ended up grabbing a huge market share at the dawn of the decade. However, everything Sega did after that up until the Dreamcast was a pure flop.
