It's Heath Ledger in the grey suit from the first scene in the bank. You can see Heath (or his stunt double!) is playing around a bit under the thing, so it was obviously just thrown over him to stop prying eyes (cough) from finding out a whole lot.

In an interview on Conan o Brien, Aaron Eckhardt said that he and Heath had to wear cloaks while on the set because of jerk-offs like this camping on rooftops and hiding in offices.
