Are you serious? Well, before any Western military intervention, the UN imposed sanctions against Iraq. It has a history of aggression. In the recent past Iraq has taken pre-emptive military action against Iran and Kuwait. The country also has an appalling history of human rights abuse, just check Amnesty International's reports.
