the official rule for the Rumble is you have to be THROWN over the rope not go over the rope. example: Macho Man at the 1992 Rumble. he jumped over the rope to get to Jake Roberts after eliminating him but was allowed to come back in.

but they knew Kane wasn't gonna win so instead of having someone throw him out they had him "eliminate himself" even if its not possible to eliminate yourself.
