A TV recording, I suppose from the quality. You know they remastered and released this live action when they did the Atom original reprints starting in 2009, right?
This is one of my favorite Atom episodes, and I'd love to have this live action version subtitled…

I thought seeing the original Japanese opening titles of Astroboy was rare. I didn't know what rare was until I saw this live-action clip. Un-be-lieve-a-ble! And didn't the girl in that clip remind you of Prince Planet's Diana Worthy (Rico)?
