well you have to remember that most Betty Boop shows were created around the time blacks and colored people were discriminated against so we can't just sit here and forever damn these cartoons, we can't turn back time and change anything so, our best bet is just to live with it. Besides looking at the offensive things about it, just enjoy what's beside it.
as an isolated piece of art this isn't so problematic, but the fact that black people were almost exclusively portrayed as lazy and ignorant is pretty offensive. and they clearly overdubbed his voice to make him sound more stereotypical.

I don't see anything offensive about this. The dud didn't do anything I wouldn't do. I have spent MANY hours of "down time" at work studying ways to get the best of people (yes, even hypnosis:-).However, I am suprised that the establishment doesn't enforce the ban on this even heavier due to the cigarette butts, "OH THE HUMANITY!!!!.
Considering how Max Fleischer would sometimes appear in his cartoons with other studio personnel, the black actor may be the studio's actual porter, who would have been the studio's only black employee. If this is so, Max is the sort who would have given him a pretty generous bonus for his performance.
I didn't really find it all that offensive, you have to remember the period it was done. But put it this way, it can't be that bad since they employed an actual black actor. It did seem like his voice was dubbed over or something to sound that exaggerated & stereotypical.
this, in fact, is highly anti-racist with Fleischer occupying a black actor in one of his movies in 1938

I think the janitor might be Willie Best, uncredited. Even IMdB doesn't track who the actor is, but that is my strong theory.
