Its a mold glue to keep the carbon in place, but the aggressive finger work results in weave distortion.

how do you fix the carbon? its pre inpregnated ? use some kind of glum ?

Judging by the use of the wax paper, it would seem as if the mold itself already had a layer of epoxy or some sort of clear gel-coat before the carbon fabric was applied.
