I agree with Laurie. Few reasons which come to my mind based on our interaction with HR professionals - recruiters & managers.
1. Most of them are not really motivated, treats the job as 9-to-5. Effective candidate management require 'going extra mile'.
2. They are not trained as head-hunters, so don't understand the efforts required to attract top talent.
3. External communication is regarded as a potential for liabilities.
4. Hiring mgr don't have much influence on candidate search process.
