@Nicoleise Yes. It is just a drill. It is practice for any type of major emergency. Natural disaster, terrorist attack, whatever else. Just like a tornado drill you may have at a school or business. I am sure parents or investors would love to have their kids learning or the company continuing business, but it is necessary.

Rationally speaking a police department uses vehicles suited to it's environment and typical situations. New York is a busy city with lots of traffic, a police bus would not even be able to navigate through it.
