I bet it's PF+some Krakatoa. There aren't many particle systems that are as simple (intuitive) and as efficent as this combination. Next in line should probably be TP (C4D) but it's more about the power of control (imagine a single PF node that in TP needs to be created from scratch using sometimes 10+ nodes and a net of connections) and therefore isn't as fun to use.

@kacktustoo vray is a render, krakatoa is a plug-in for 3d max, this plug-in can be rendered using vray and mental, not sure on iray. not sure on vray 2.0 or RT

It has similar applications that allow high density particle renders, yes it has more options than a solid renderer like you said, but it is in itself a particle renderer.... because it renders particles.

And Vray is a plugin, they're both plugins xD

Oh and i think the latest version of krakatoa allows it to be a stand alone appliaction, not 100% though.

@AceS4289 the program, 3d studio max, and yes it can be learned very quickly, there are plenty of tutorials on youtube showing you how to use this software, as some as stated, it can be done in maya as well, there are from bother the same company, Auto Desk, hope it helps!!

@subtenk0 you can only network render to speed up the process of rendering of a model. I use C4D and use net render. It basicly uses all the computers cpus on your network (that have been set up) and shortens render time.
