Satellites have fixed orbits that cost a lot of fuel to reorient whereas a supremely highspeed stealth aircraft isn't able to be anticipated...pretty basic intelligence protocols

Satellites do have determined orbits however they aren't difficult to alter.. considering an object is floating in space with no resistance traveling a few thousand miles per hour it really doesn't take much lateral thrust to place it over any particular spot on the globe however, calling a satellite to a location ON DEMAND IS costly in terms of fuel but it's still irrelevant as the Soviet Union was able to photograph Area 51 during the cold war.
