This can not be a typical kata of Hakutsuru-ken method; for positions, techniques and quality of movement is much closer to the Japanese Karate and not Okinawan Karate then the Hakutsuru-ken method ... I think it's a kata that brings together a variety of techniques of other katas, trying to give a certain setting, or impression, close to Hakutsuru-ken ... humbly

this form is a crane based form...and there are many variations of Hakkustsuru and Hakkaku.

similiar movements to Crane Kata i've seen but the stances seem lower than most i've seen in other Hakutsuru kata

The movements look rather hard for a hakutsuru form. But some of the postures do seems "crane-like". Haven't seen the form before, though...
