The red brick road most likely led to the Quadling Country since their national color is red, but the red brick road doesn't exist in the books.

Most if not all of the munchkin parts were lip-synced because of the speed-altering recording like @TvonthePorch mentioned. They had a special machine built to alter the speed at which they recorded in order to speed up (munchkins) or slow down (witch's guards) to do this. Very advanced for that time. Most of the songs in the movie were also pre-recorded and the actors had to lip sync their singing parts.

This is very sophisticated use of speed-altered recording technique, considering it was done over 70 years ago. This video makes it clear that vocals for Lullaby league were recorded at at least two different speeds since one female voice sounds natural and one definitely dragging. Multi-tracking in 1939! I'd love to know how they did it. I believe the Lollipop Guild vocals were all recorded at a faster speed than it is being played in this clip; none of the male voices sound natural here.
