It's an applet for AWN dock called "Notification area". You have to disable the notification area in any panels you have before you can use it, though. I got it into the lower-right by making the dock fill the screens width and used spacers to push it over.
@Bozoisdbest What do you mean? to put launchers for applications? You should just be able to drag and drop an application onto the AWN dock to make a launcher.

No, it's Avant Window Navigator, also known as AWN dock.
