I'm not 100% sure that omega shenron is more powerful then xicor there probably very close in power to one another. if you read the manga you'll see that xicor pretty much toys around with ssj4 gohan and ssj4 vegeta in much of the same way omega did against ssj4 goku and vegeta. but yea your still right ssj4 gogeta would own him.

Awesome touch on the Dragon balls when he fires X100 BBK and it instant kills everything (Almost) like Ssj10 Goku and Mugen crashes when he fires it against Nightmare Ssj5 Broly (When he does the explosive wave to receive no damage)
