@charadester here in sweden we have such a thing. It is in the law that a man needs to be on the birth certificate, and if there is not you need to have made a strong effort to find out who is the father of your child. A man can be brough by police if he refuses a DNA test to derterminate who the father is. And a man that doesn't live with the mother has to pay child support. It's a great law :)
