No English version (and its not likely that there will ever be), but the PSP will play UMDs from any region, so you can import this and use it to practice your Japanese.
If you have any interest in this game at all, you won't be disappointed. Besides getting somewhat repetitive after several play throughs, I can't really say anything negative about Tokimemo 4.
