Rule, Britannia! was an exhortation, "Britannia rule the waves" not "rules the waves". It was a celebration of the fact that Britain kept no standing army, which was a hallmark of continental tyranny.
It was celebration of English liberty, parliamentary democracy, and the mercantile empire of interests that Britain held with the Royal Navy, and the freedom of trade everyone enjoyed because of its hegemony.
