Karl makes a good point. You need to get people able to take care of themselves rather that just keep giving them stuff forever. To fix the problem it is mostly political which is causing their poverty. They don't have individual rights protected necessary to get a growing economy into capitalism. Lack of property rights excessive socialism which is central planning etc.
