Some spellers write with their fingers on the back of their name tags to see if the spelling "feels correct".

She looks like she's smelling her fingers before speaking, but she's really just mouthing (or softly whispering) the letter she's about to say, just to check for correctness.

It seems you do know OCD, but made the mistake of not taking the girl's actions in context. :)
