Forget Tiers, Iyo just clearly outmatched him. I think Dhalsim has a better defensive style than Sagat because he has a fireball and has a way of getting closer to his opponent just by sliding and side stepping low tiger shots. and if your against a fireball user and teleport behind him, theres the headbutt, a kick, a yoga fire or super. Regardless, Iyo played Dhalsim well enough to win the tournament.

Yeah whomever they are, the Dhalsim player clearly out-thought the Sagat one. Sagat didn't get that the Tiger shock pressure strategy wasn't working, especially in match 2.
