Each alarm will bring more units to the scene, example, where i live if you call the fire dept and report a fire, alarm of fire is transmitted and it will bring 3 engines 1 ladder truck, a squad company, a chief and an ambulance. a 2nd alarm will bring another engine and ladder, and so on.

Ok, the air horns have to be honked, because of side streets, and to alert anyone you are coming up on. its not that hard to understand, the only time you really go crazy with the horn is when you don't have q's or sirens, and you just honk. Its the whole thing, its kinda required.
