What are the two characters next to the custom characters. I've beaten the game, yet I have not unlocked them either. The second one looks like the Joker.

you have to get all minikits and rescue 25 people and they are called Hush And Ra Gal Ul

one u get for getting all hostages and the other for getting all power bricks, minikits, superhero/villan etc...

@GreenRaccon to find the power brick in this level go to the bathroom in the level use the blue batman suit n break the water bottle i know ya'll find the rest =)
