It was the limitation agreed upon during the tournament setup.

They wanted players to have enough skills to make a decent character but not have too many points to make it more balanced.

Besides you watchin me play while I shift and wiggle the screen to block would get you even more dizzy.

No, it's just a special "gauntlet" tournament in The Last Days mod. So, it might seem like a piece of cake, but you don't know what "the most difficult settings" mean until you've played the game. =)
