Haha, I actually know this guy. He definitely went for the pirouette intentionally. It's a slalom boat he's paddling, and the wave is at O-Deck rapid on the Potomac. And no there are not miles of calm water below him, but there is enough to recover. And yeah, he definitely could do that pirouette again, and probably did that day.
So? Looks like there's miles of calm water behind him, so even a nasty washout wouldn't hurt him, just mile-surfing. nice aerial at the end, though. Probably not intentional (not exactly a freestyle boat he's got there) but nice - bet, he can't do that again :D
@dumbshitaward deserving of your name... down stream from him are fishladder and back channel. definitely would not want to swim those. the ladder is man made and has lots of nasty rebar.
Definitely a Slalom boat, Kinda looks like a Galaxy but I can't really tell. Nice moves, I love watching a good slalom paddlers, especially C1 class.
