Yes, he might want to stop the noise, but he goes a step further in meowing. Cat's don't meow to each other much, they rely on body language (unless they're hissing or growling or howling to each other). Cats meow for us. So the fact that he's meowing after taking the phone off the hook when no one's home (in the story about the sister hearing the meow), means that he feels like some human will hear him. He is totally answering the phone.

My cat does, a female though. I speculate right here and now without any googling on the subject, that the sharp whistling noise has the same sharpness to it as kittens do, and it just so happens that my cat never reacted to whistles, until she had her first kitten cubs. After that she was all 'worried' with me, coming up to my face and sniffing and all sorts of stuff. To make sure I'm safe, as her kittens? Who knows.
