If his life goal was to expose a possible 9/11 attack from our own GOV he would not be able to use his time to go after other issues like our monetary policy or these endless wars and bad policies. They didn't know when it was going to happen and where though, well at least most people involved didn't. Perhaps a few top elites so that there weren't many involved and no one could foil the plan by speaking out beforehand. It happened and army was commanded not to attack the planes, 4 crashed after hours in the air.
