why is this such a big deal i see this pretty much everyday riding to baton rouge..

the troopers you see are actually off duty. they are working a security detail. the construction company will pay 25 to 35 dollars an hour for the trooper to sit there and slow traffic down. dont get it twisted they can still arrest and write tickets even though they are off duty

they also make sure that people on the interstate don't cross over the median onto a side street. further back down there was 3 state troopers stopping and giving every single person a ticket that crossed the median.

what are the troopers doing into the construction area?

they were there to help make sure nobody does nothing stupid since people have a tendency to speed and drive reckless through construction.

that is a problem here in germany too but there won´t be a patrol car in the construction side they only will use radar but that is not very often
