The song isn't about anyone selling out their country! The original source song was a vehemently anti-Jacobite song. Burns modified it and toned it down. It is in essence here an early anti-war song. He's blaming the Jacobites for the continuing strife (ie it is written in character presumably by someone during the rebellion) and telling them to just let it be. Leve a man alone to his fate.
If you looked at this song historically, and the Jacobite claim, it's actually about a group of people putting the RIGHTFUL king back on the throne, namely, James II and VII of England and Scotland, then Prince Charles Eduard Stewart, (Edward Stuart, depending on your preference for your spelling). History says they sold out their country merely because they lost, not because they were in the wrong. We all know history is written by the victor, after all.

What is a rightful king is of course debateable. Would Americans recognise such a thing? The Stuarts claimed it was their's by Divine Right - but the Scottish parliament itself had stripped James of this throne and branded him a traitor. Even the Declaration of Arbroath denounces the idea of divine right!
