No, you don't have to go to floor(ground) everytime there is a music pause, the pause is done intentionally so that it allows you to freeze up and pause your dancing and then you resume dancing once music pause is over.

Its a special form of Afghan dance called "Logari" which originated in the Logar province of Afghanistan.
