That is one thing that I do not understand: the televised media on all levels is obsessed w/ violence and drilling it's audience w/ stories on crime and disaster, raising the fear level. Yet, they avoid the 'tent city' epidemic or just do not give it enough attention. The 'tent city' problem also encompasses the new waves of homeless people now living under the interstates, sewers, thick woods on public land, etc.
