i think they changed it recently so they must be used for 2 races.. and qualifications etc.. otherwise they are "punishd", cant remember exactly how tho.. i think they used to be designed specifically to just the one race to get max perform/least weight.. which meant the engine was pretty much "used up" during 1 race..
