I'm telling you everybody learns in primary school english and on highschool. And everybody learns french for 2,3,4,5,6 years french and Germans it's diffrent with level you do but everybody learns that. And after 2 years you can speak and understand a lot of a language
@Ibrahim10Affelay you're right. that's because the education system is very different in Europe from US. If in the US students can choose subjects, in Europe you have mandatory subjects from first grade til senior year , in which are included foreign languages (in Romania I had to learn French from 2nd grade and English from 5th grade, both til senior year of highschool)

My cousins are only learning English. and my Mum learned Russian, French and English, and just because you studied something in school doesn't mean you can speak it. I studied Spanish, French and Latin for 6 years and left school without being able to carry on a conversation.
