it's really mainly done to cool their stomachs. we have a pond in the field and they will go in and do this exact same thing with no humans near them. also this is how some of them play in the water. that horse was not in any distress. his ears were forward or to the side and if they are really curious about most not all do a really heavy snorting at it
Sometimes they just seem to be having fun and the pawing often kicks water up under their belly, which probably feels good. If she is sticking her muzzle in the water up to her eyes she is apparently not afraid -- more curious. All of my horses have done this pawing at one time or another I think they do it in a body or water. It is playful and enjoyable behavior and helps them to cool off.
Umm i can say that your very wrong. i was riding my horse one day around the field checking up on the cows it wasn't that hot and i was letting her roam on her own when we got to the pond she walked in on her own, took a drink and started doing that. she was just being silly, my horse loves to swim, a little too much. we've got a pond that is over her head and she will swim it on her own and also paw at it when i'm not even on her.

my QH does that then he lays down and rolls getting completly soaked then he has to go find some dirt to roll in so hes covered in mud and dirt
