@MrDRoggg Don't get me wrong, this is probably one of Lil Waynes better raps because I feel like this (unlike a lot of his performances) really means a lot. I know it does, it's about the devastation of New Orleans. But my point stands, this is a Robin Thick track. He wrote this a good 3 years before he even gave it to Lil Wayne. Wayne really adds a good element to the song.
