Actually yes it is. While the actor who played him passed away some time ago, the VO of him is still alive. When the actor who played him in GBII couldn't speak english, they needed another voice actor.

Okay well, it's not that he couldn't speak english, it was that he couldn't speak it well enough.

that isnt explained in the game however Vigo himself says that ''this prison is weak'' or something like that. i asume that the painting returned to looking like Vigo when he was strong enough to re-appear in it. he cant get out of it. (not even to the ghost world) a theory i heard backs this up: Vigo is just a class 4 ghost but with the evil in the mood slime and enough off it can elevate him to a class 7 and be as powerful as Gozer.
