@xoxogirl101xoxo A base (Also called an eye primer) Is a cream skin tone liquid that you apply under your eyeshadow to prevent creasing and to make to color pop a little more. Once you blend with your finger it should match your skin tone. A popular one is Urban Decay Primer Potion which can be purchased at ulta and other cosmetic stores.

some people's faces just can't hold a ton of dramatic makeup. i think her face suits natural-looking makeup much better than wild crazy colors over the entire lid (it kinda looks a bit tacky). less is definitely more in this case. maybe a small pop of color...that's my opinion and you don't have to like it. :)
